Skatbund Carl Stülpner Located in Chemnitz, this site has very nice graphics of german-suited cards. There is also a timeline of Skat history and much information about the game.
Spielbox (Deutsch) Has software downloads for several games including Offizierskat, Doppelkopf, and Schafkopf.

Gerd Matthes Playing Card and Skat History Site (Deutsch). This site contains a number of interesting pictures of playing cards and a discussion of the history of Skat in Altenburg, Germany. Also included is a nice picture of the Skat fountain!
